Can someone explain why "USATF RULE 167 RUNNING EVENT TIES" wasn't in play here? Considering the Trials are a "qualifying round" for the opportunity to compete at the Olympics, then Rule 167-1 specifically says: "Whether by time or finishing place, if it is determined that there has been a tie, the tying competitors shall be placed in the next round if it is practical to do so. If that is not practical, lots shall be drawn to determine who shall be placed in the next round. Since it is not practical to move both competitors to the next round, then "lots shall be drawn…"
